Driving license on trial
The first years with a new driver's license are the most dangerous. Here, the risk of being involved in a traffic accident is greatest. Therefore, the driving license is now "on trial" for the first three years. If you grossly violate the Traffic Act within the first three years, after you have taken the driver's license, you get a driving ban.
A driving ban means, that you must not drive again, before reviewing a new one, special driving lessons (both theory and practice) or a course in alcohol and traffic as well as passing a new driving test.
The driving training ends with a driving test, which must be passed in order to obtain a driving license for the desired category.
Purpose of the driving test
The purpose of the driving test is to assess whether you have acquired the knowledge, skills and that behavior, set as targets for driving education. Fulfillment of the various objectives is a condition for obtaining a driving license.
Content / syllabus of the driving test
The provisions on the driving education and the driving test can be found in curricula for the driving education for category A, respectively. (motorbike), kategori B (Ordinary car), kategori C (truck), kategori D (Bus) and category E (trailer).
The curricula provide a detailed description of the content and scope of the driving education with an indication of purpose, main objectives and detailed sub-objectives. The sub-goals constitute the actual guidelines for both the teaching and the assessment at the driving test, as they clarify more closely, what you need to know and know at the end of the education.
As a general rule, the driving test consists of a theory test and a practical test.
Who holds driving tests?
Driving tests are usually held by the police.
People, who have been called up for military service or for service in the emergency services, can take the driving test with either the military or state rescue services' driving judges. However, this does not apply to tests for commercial passenger transport and checking driving test.
When can the driving test be held?
The theory test can be taken at the earliest 1 month before the age condition is met. However, a theory test for a tractor / power tool can be taken 6 months before the age condition is met.
You can first be registered for the practical test, when the theory test has been passed, and one can take the test at the earliest, when meeting the age requirement.
The theory test
The theory test consists of a series of pictures, and some questions. You must then tick the correct answers on a form or on a PC
When you come to the test, your identity is checked, as well as the conditions for, to be able to take a theory test is fulfilled, including that the necessary signatures on the application are present. The theory test is corrected immediately after the test is over and you get the result immediately.
Theory test with foreign-language applicants is held on the basis of the current series of pictures, as the questions are translated by an interpreter, which is also present in the rehearsal room. The police select the interpreter, who must not be a driving instructor. You have to pay for an interpreter yourself.
If you, due to very special circumstances - which must be documented - can not take the usual written theory test, you can get a special sample, where e.g.. the examiner reads out the questions or stops the tape recorder between each question. The photo series and check-in forms are also used during the special test.
The practical test
The driving instructor or his / her representative can attend the practical test, unless you or the examiner has significant objections. If you have used an interpreter for the theory test, interpreters must also be used in the practical test.
The duration of the practical test depends on that category, in which the test is taken. The driving time, set aside for the assessment of your behavior in traffic, must not be below 25 minutes in the practical test for category A., category B and category B / E. For other categories, the driving time must, set aside for the behavioral assessment, not be under 45 minutes. In addition to the driving time, time must be set aside for checking your identity, information about the course of the test, inspection of the vehicle's equipment, evaluation of the test process, etc., possible completion of a master card and issuance of a temporary driving license. The test can be extended if necessary and can be interrupted, if your driving skills are very poor.
At the beginning of the test, your identity is checked, and that you meet the conditions to be able to take a practical test, including that the necessary signatures on the application are present. Before starting the drive, as far as possible, demonstrate skills in checking selected parts of the statutory vehicle's statutory equipment; (control sample).
The examiner must give the necessary directions on the route while driving, maneuvers, etc.. The examiner must intervene while driving using the vehicle's control equipment, if necessary for safety reasons or to avoid collision.
They maneuver, which is rehearsed in a closed training area and driving technical facility, shall not be performed separately on the test, but is part of the normal operation of the vehicle while driving. However, reversing must be done, including reverse driving around corners included in random samples, but may only be required to be performed with any precision.
In the practical test, the test expert must first and foremost assess, whether your performance is characterized by thorough learning in accordance with the curriculum.
The result of the test must be announced immediately after the end of the test.
The practical issuance and renewal of driving licenses takes place at one of the municipality's citizen service centers. The municipalities decide on the conditions for issuing, renew m.v. driving license is met. It is also the municipality, who schedules driving tests and charges for driving licenses. The police hold driving tests and decide cases on, among other things. health issues (except for visual acuity) and special conduct requirements.
It is a matter of trust to choose a driving instructor. Make sure you get a good overview of both the content of the teaching, organization and price, before you start taking the card, for even in this context, it can be expensive to buy cheap. Always request written student information. You can find the organized driving instructors her, all of which are publicly connected appeal board and guarantee fund.
Before you can be set for theory and driving test, as a student, you must take some guidance tests in your driving school. This will make you familiar with the procedure of the final tests.
You must have completed a course on 8 hours in traffic-related first aid to get your card. This only applies the first time you need to acquire your card.
Before the theory test, you must have completed the entire training course, except for the teaching at a driving technical facility.
Applicants, who want a driver's license for a category, for which no driving license has previously been issued, must undergo a compulsory driving education in accordance with the curriculum for the driving education for the category in question.
Who must teach?
Only approved driving instructors, who must teach students, who want a driver's license. The driving instructor approval will appear on the driving license as a special endorsement. The driving training can be completed at private driving schools. In addition, driving lessons are available at AMU centers, and for military personnel or personnel in the emergency services of the defense or the state emergency services, respectively.
The purpose of the teaching
In his driving instruction, the driving instructor must follow the syllabus for the selected category. The curriculum defines the knowledge, skills and that behavior, which the applicant must possess in order to acquire a driving license
The purpose of the driving training is:
- to give you insight into and understanding of the dangers and difficulties, you as drivers of vehicles meet in traffic, as well as provide you with knowledge of the traffic rules and other legal provisions,
relevant in this regard.
To provide you with such knowledge of the vehicle and its operation, that you can identify any deficiencies that have a bearing on safety.
- to give you an understanding of the basic human conditions, affecting driving skills, so that you can make full use of your abilities and to the extent necessary
counteract ordinary human limitations.
- to give you the ability to critically assess traffic and drive the vehicle without danger to yourself and others.
To contribute to, that you become a considerate and responsible driver.
- to provide you with knowledge and understanding of the situation of vulnerable road users, especially in relation to motorized traffic.
It is therefore not enough in the teaching to get to know the ideals and requirements of the Traffic Act, if, how you should, must and must move. Particular attention must also be paid to the risk factors and hazards, which, despite the rules of the Traffic Act, occurs daily in traffic.
You must quickly learn to perceive and assess the various danger signs of other road users' behavior, the maneuverability of the vehicles, the road, the weather and led. This will allow you to anticipate dangerous situations and react to them in a timely manner.
The training
The sub-goals in the curricula for the driving education constitute the actual guidelines for the teaching and clarify carefully, what you need to know and be able to do after completing driving lessons.
The theoretical and practical teaching must be integrated and must follow the division of the syllabus into sections. It means, that you will be led from easier to more difficult exercises, and that the theoretical and practical teaching will be coordinated, so that, as far as possible, you receive the theoretical teaching of a subject shortly before the practical teaching of the same subject.
Driving a car or motorcycle is a practical act. Therefore, driving education also has its center of gravity in the practice of practical skills. The practical teaching begins with maneuvers in a closed practice area, then continue with practice driving on a normal road and end with maneuvers on a driving technical system.
The content of the teaching
The teaching is composed of many different topics. Each topic is included to strengthen your abilities in a particular direction. Here is an explanation of the actual goals of the various topics.
The car's interior, equipment and documents
Knowledge of the vehicle's interior and equipment and understanding of functions thus, that a correct and gentle handling of the vehicle is learned and a safe execution of the various maneuvers is achieved;. In addition, you must be able to identify defects or faults in the vehicle yourself, which has an impact on road safety. Finally, you must be acquainted with the most important documents related to the use of the vehicle.
Maneuvers in a closed practice area
Ability to master the car at low speeds while performing maneuvers, occurring in ordinary traffic, you. commissioning, stop, forward- and reverse driving, oscillation, turn, parking at the roadside and in the parking stall.
The maneuvers must be performed in an approved closed practice area.
Maneuverability of vehicles
Knowledge of the maneuvering characteristics of the different vehicles and the different orientation conditions of the drivers thus, that you learn to anticipate the difficulties, that can occur in certain situations, and thus assess the risk you are exposing yourself or others to by getting too close to another vehicle.
User behavior
Knowledge of some basic psychological conditions when driving a car or motorcycle thus, that familiarity with one's own perception- and responsiveness is achieved, and thereby develop safe attitudes. Understanding the behavior of other road users, so it helps you to learn to anticipate their possible mistakes or thoughtlessness in traffic and in time to respond appropriately to them.
Finally, you must be made aware of the applicable legal provisions on drivers' ability to drive and health conditions and on the duty to show special consideration to certain road users..
Road Conditions
Knowledge of risk factors by the road, depending on i.a.. weather and driving or other road users way of moving, so it helps you to learn, to anticipate danger situations that can often occur in certain places on a road or on certain stretches of road, and in a timely manner respond appropriately to them.
Basic rules for driving a car or motorcycle
Knowledge of some general legal provisions for driving a car, immediately before you have to go through the exercises in driving on the road. You must also be made aware of some terms in the Traffic Act, which specifies specific requirements for the driving style of any maneuver.
Maneuvers on the road
Ability to safely and considerably adapt driving to the changing traffic conditions and applicable traffic rules on different types of roads and times (in and out of rush hour, in daylight and darkness) during the execution of all normal maneuvers.
Special risk conditions in traffic
Knowledge of some special risk factors regarding driving that help you to become familiar with your own ability and to develop a safe attitude and behavior.
Maneuvers on driving systems
Knowledge of some basic physical conditions regarding driving, that it helps you understand the importance of adjusting speed, steering and braking according to the conditions. Furthermore, some skill must be gained in mastering the vehicle at moderate speed in certain critical situations, including braking on the shortest possible distance, braking and evasive maneuvers on the road with high and low friction as well as straightening the vehicle after skidding on the road.
The maneuvers must be performed on an approved driving technical system.
Number of lessons
The initial driving lessons for motorcycles and cars take place in a closed practice area and the final lessons for all categories - except category B / E, D / E - takes place on a driving technical system.
In the teaching, special emphasis is placed on the needs of the individual student. Some maneuvers must be learned with great safety and precision, some maneuvers need to be mastered and other maneuvers you need to gain some skill in.
It is therefore not possible, to set a number of lessons that all driving students must complete. Legislation requires, that a standard program for a satisfactory educational course consists of 53 lessons of 45 minutes duration for ordinary car. Most students, however, will need more lessons to achieve the necessary skill in driving a car. 53 lessons talk about an absolute minimum.
Completion of driving training
At the driving test, it is assessed whether the purpose of the driving training has been achieved. The content of the driving test can be found in the section on the content of the driving test.
Duration
According to the regulations on driving training, the teaching of theory and practice must be integrated and must follow the section division of the teaching plan. The initial and final driving lessons must take place in a closed practice area and a driving technical facility, respectively..
If you - for example after having had several attempts to pass the practical test - are in a continued teaching process, preserves the previously completed exercises at the closed exercise site and at the driving technical facility, regardless of whether several years may have passed.
If, on the other hand, the teaching process has been interrupted and the interruption has been of a longer duration, you must again go through the exercises on the closed exercise area and the driving technical facility. Only in this way can the intention behind the curriculum for a coherent educational course be preserved
The driving license is then tested again.
Below you can get answers to more questions about the rules.
1.
When did the rules come into force?
Response: The rules on driving bans / driving licenses on probation came into force on 1. March 2002.
2.
Who does the rules apply to?
Response: The rules apply to everyone - ie. also for them, who has taken driving license before 1. March 2002. The first driving license is "on trial" for three years.
If you are currently e.g.. have had your first driving license in 1 years and 7 months, the rules also apply to you.
3.
What does it mean, that the driving license is on trial?
Response: That means, that there are stricter sanctions for serious violations of the Traffic Act in the first three years, after you have taken your first driving license.
Where previously you would receive a conditional disqualification, you will now be banned from driving.
4.
What does it mean to get a driving ban?
Response: If you are banned from driving, you must hand in your driving license to the police. And then you are basically asked, as if you have no driving license.
5.
If the driving license is taken on the spot?
Response: No, usually not. The police can first demand that the driving license be handed over, when the decision on the driving ban is final. But if the conditions for unconditional disqualification exist,
the police may well revoke the driving license on the spot.
